Is this Frame A Legnano? I don't Think So...

I've just posted elsewhere in the forum about what I believe to be "Legnano Fakery" on Ebay, but I thought I'd post here also with a different slant in case anyone has any idea who may have made this frame.  It's supposed to be a "Legnano Olympiade Specialissimo" from 1978, but I have my doubts (see aforementioned post). 

It has diamond-shape cut-outs on the headset lugs, chrome fork tops, NO SERIAL NUMBER...

Any thoughts?  Surely those diamonds on the lugs are distinctive....
