LEGNANO FOLDING BIKE REAR RACK QUESTION

Hi,

I bought a cool little Legnano folding bike on Ebay, and I love it -- Bianchi Green, working headlamp and taillamp, Legnano Bell, Old School badges, the works.

Question: there are "clips" on the underside of the rear rack, and I have no idea what they are for. I already found a pump that works nicely, but what was meant to be held by those "clips" ???
