Looking at the down tube decals It seems to be manufactured in the 70's - 80's Check the hubs for est. bicycle manufacture date The top tube (green) SA shifter is from the 50's - 60's (not period correct, but it's nice to have!) All comes with SA front & rear hubs, rear SA AB hub is quite sought after (drum brakes & 3 speed tranny combine) Check if the rims are SA and spokes are raleigh's ("R" initial at spoke end) It's good if you have the keys to the lock!
