How do I know the frame is right for me?

What is the method to measure?

Well, the most traditional way is that top tube is just below your groin when bicycle is standing upright between both legs.

Of course, there's the professional method where you are measured with apparatus and computers to find your perfect fit.

Small frame - Would be good for sprinting. 

Big frame - Good for touring.

Correct frame - less backaches.

Any thoughts on the above?

I believe it also has to do with the type of bike one buys. If perhaps something from the 50's or 60's riders tended to ride larger frames with saddles just about 3 inches from the top tube. Newer bikes in contrast have trees instead of seat posts :) I tried riding a smaller frame 80's bike and found that classic campy seat post are not quite made long enough to accommodate my long legs and small bike frame. Though this was easily solved with a current day long seat post, if I wanted to be period perfect I'd be stuck. So summary. Very old bikes, perhaps run them large and enjoy how they were meant to be. 70-80's bikes can be run at what is referred to as the Eddy fit

I must agree!

I own a 1947 U.testi it has a low seat position

It was common practice during that era
