1940s 50s ? Phillips Bicycle i want to know if anyone can identify year

Hi, New to forum, not sure if a US forum is best bet, but here goes, just purchased a Phillips single speed bicycle, frame number TO62775, Silver grey in colour with red pinstriping, frame i think is a Cyclo motor frame, not sure if it ever had a engine fitted though.

Some provenance as i purchased from the Daughter of original owner, she was around Ten years old when her Father bought the bicycle second hand from a Bicycle shop in East London she remembers, seems to think that was around 1950, so if second hand at time of purchase it would make it a 1940 something bicycle.

The frame is somewhat different from normal crop of Uk produced frames of the time, mainly being the seat stays are bolted on and the top tube bend where it meets the seat tube, Also the bars from stem to bottom of forks.

Headtube badge is Phillips Birmingham and has the same metal badge on the rear mudguard, anybody have any ideas?

I do intend to restore the bicycle and hoping to clean up the frame and mudguards to preserve the original paint, any thought would be most appreciated.
