Mystery 1950s Raleigh identification

Hi all, new here. I’ve been asked to identify a few bikes from a deceased estate. I’ve done my best to pull them together and identify them but there’s one here I can’t find:

Its a Raleigh, and the frame number dates it to late 1950s. It’s been badly painted and there isn’t any other obvious ID. The thing that stands out is the twin top tube, I’ve never seen it. The later Raleigh Rodeo kids bike had a similar setup but this is an adults bike. Picture attached - I need to sell it but I can’t gauge value unless I know roughly what it is. 

Any thoughts?
