mystery folding bike!

Greetings!

I just purchased this amazing vintage folding bike from some dude on craigslist and I can't find anything about it online. He listed it as a "raleigh twenty parliament" bike...but i look at all the old raleigh twenties and it doesn't look anything like the frame.

I don't see anything online for "Parliament" bikes. I'm assuming this was a Parliament cigarette promotion in the 70s perhaps?

Here are some photos - Any help identifying the original manufacturer or history would be amazing!

My son was given one of these and wants to restore it. Did you find anything out about this bike?
