This was called the 'skate-cycle'. It first appeared around the mid to late 80's. You could buy the 'Le Run' in Singapore from bicycle shops. There were also other brands of skate-cycles in the market. It's a bike for a lazy skater who wants to sit down. Here is a video of the Le Run:
